Volunteers Wanted to Serve on Library Board of Directors

The Folcroft Library Board of Directors is seeking one or two volunteers to fill vacancies on its board. This is an unpaid position; full details are below.

Summary

As a Member of the Library Board of Directors, the Member will be responsible to contribute in providing governance for the Folcroft Borough Library. The Board of Directors exclusively manages the affairs of the Borough of Folcroft Public Library. Folcroft Borough Council appoints members to fill all vacancies, generally (but not exclusively) for 3 year terms. The Borough Council will review applications, and the selected applicant will be appointed by the Borough Council. The Board of Directos is composed of no less than 5 but not more than 7 members. Vacancies are filled for unexpired terms. All members serve until their successors have been appointed. No member can receive a salary for their service.

Responsibilities

1. Participate in the ongoing responsibilities of the Library Board of Directors, including establishment of library policies and planning for current and future library services and programs.

2. In collaboration with other Board Members, determines and adopts written policies to govern the operation and services of the library.

3. In collaboration with other Board Members, adopts and adheres to DCLS policies as designated by the Delaware County Library System Board of Directors.

4. Attends a majority of all regular and special meetings of the Board and participates in committees and activities as necessary and able.

5. Observes confidentiality outside of the board meetings on all Library issues.

6. Represents the interests and needs of community members.

7. In collaboration with other Board Members, Ensures ethical and accountable behavior of Library staff including, but not limited to, overseeing financial transactions and mandatory audits.

8. In collaboration with other Board Members, sets an annual budget and approves expenditure of funds; monitors budget and expenses throughout the year.

9. Maintains an awareness of library issues and trends and the implications for library users.

10. Acts as a liaison with the public and Borough Council.

11. Helps craft and present biannual reports on Library expenses and activities.

12. In collaboration with other Board Members, establishes short and long-term goals for the Library.

13. Ensures compliance with Pennsylvania Sunshine Law.

14. Reviews and signs necessary contracts. Reads necessary documents prior to scheduled meetings.

Qualifications

1. Availability to participate in some evening meetings.

2. Ability to email and respond in a reasonable amount of time or willing to respond to phone messages with regularity.

3. Has the ability to handle opposition and make decisions in the interest of Library service.

4. Has the ability to meet all State, County and Board requirements as mandated.

5. Has the ability to represent the needs and varied interests of the community at large and the Library.

Time Commitment

The Board meets regularly – typically in evenings – at previously scheduled and agreed upon times at the Library. Meeting times vary but typically last no more than an hour. Members are expected to attend the majority of meetings or have an explanation as to why they cannot attend. Members are also expected to take on Board leadership roles when able and to assist in the preparation of reports to Borough Council which may take some extra time.
